The refinery kept running. At Taranto, one blocked gate set the pace for a region's fuel supply

Protests blocked the roads into Eni's Taranto refinery for several days in October 2026. The plant went on producing, yet more than 150 of about 300 Enilive stations in Puglia ran out of fuel and airports issued fuel notices. The gate in front of the refinery, and the stock behind it, set the pace.

THE STRATEGIC SIGNAL

The refinery kept producing while pumps ran dry in three regions: one gate carried the fuel, the inputs and the critical users, and the stock behind that gate set the clock.

01 / 06THE REAL PROBLEM

The plant kept running. The gate to it closed.

VEni said on 15 October that protests linked to the future of the former Ilva steelworks, under way since 12 October, were continuing to block the logistics flows into and out of its Taranto refinery. It said the plants were operating regularly and safely, and that difficulty obtaining the technical gases the site needs meant a shutdown would have to be scheduled without them.12

VEni reported that more than 150 of about 300 Enilive stations in Puglia had no fuel, and that supplies to Puglia's airports, other companies and essential services, including police, fire services, public administrations, public transport and rail operators, were affected.12

RThe refinery supplies Puglia, Basilicata and Calabria and normally handles about 260 tanker trucks a day. Reports placed empty pumps from Foggia, Bari, Brindisi and Lecce to the Cosenza and Catanzaro areas and around Matera, with queues of up to two hours, while Taranto itself had almost no station with stock.34

VOn 13 October Aeroporti di Puglia issued notices to airlines for Bari, Brindisi, Foggia and Grottaglie, saying the protest could create problems in the supply of aircraft fuel. It cancelled those for Bari and Brindisi at 17:00 on 16 October as the problems eased, saying operations had run regularly throughout.678

AThe visible problem is a protest outside a gate. The system problem is that a region's fuel, aviation and emergency supply shared that gate, and the stock behind it set the clock.

02 / 06FIVE DIAGNOSTIC SIGNALS

What a single gateway looks like from downstream

VA plant that ran while its region emptied. Eni described its refinery as operating normally on the day it reported more than 150 dry stations. Production and delivery are different functions, and the second one had stopped.13

VA second input on the same road. Eni reported difficulty obtaining the technical gases its site needs. The gate that held the fuel in also held up what keeps the plant running.12

RCritical users on the shared path. Airports, emergency services, public transport and rail operators drew on the same supply as ordinary forecourts. One report says fuel at Bari and Brindisi was kept for emergency, rescue, medical and state flights.5

RBehaviour that shortens the runway. Reports list queues and early refuelling among the causes of the shortage, alongside lorry protests over fuel prices. A fuel trade association warned that disruption would become serious in about a week.4

RA recovery that lags the release. The protest was suspended on 15 and 16 October. Reports expected stations nearest Taranto to refill first and said making up four days of missed deliveries would take some days. By 20 October no current count of dry stations had been published, and lorry protests continued in places.49

03/ 06
03 / 06THE COMPLEX SYSTEM

A refinery, a road, a stock and a calendar

AFuel supply to a region depends on a plant, the road it leaves by, the stocks held in tanks and depots, the people who drive and refine, and the decisions of bodies far from the gate. Three disciplines ask distinct questions of it.

AThe requirements question (systems engineering): which outputs and inputs pass through one gate, and what evidence shows that a second route exists and has been used? The time question (system dynamics): how fast does stock fall when the inflow stops, what speeds the fall, and how long does a refill take once the inflow returns? The condition question (asset management): who owns the decision that can close the gate, and is the long-term future of the asset beside it settled?

RThe time question has reported numbers. Stations without fuel rose from more than 50 of about 300 on 13 October to more than 150 on 15 October, and the protest was suspended within a day of that second count.14

IIf a stock can run down to half the stations in two days and refilling takes some days more, the outage a region feels outlasts the blockade that caused it.

AKPL calls this buffer runway: the time a downstream system can keep operating on its stored stock after an upstream gateway closes, set by stock levels and consumption, and shortened by the behaviour of those who fear a shortage.

04 / 06KPL DECISION FRAMEWORK

Measure the runway before the gate closes

AName every gate. List the roads, ports and junctions through which fuel, inputs and people reach each critical site, and who can close each one.

AMeasure the runway. For each dependent service, record how many days of stored stock stand behind it at normal demand and at panic demand.

ARank who is served first. Decide before a shortage which critical users receive stock when it is short, as the airport operator did when it issued its notices.57

AProtect the plant's own inputs. Put inbound supplies, such as the gases Eni named, and shift changes on the gate list.1

APlan the refill. Estimate the lag between the gate reopening and normal supply, and name who sequences it.4

OUR PERSPECTIVE

A buffer is a promise of time, so measure the time.

05/ 06
05 / 06QUESTIONS FOR THE BOARD

Six questions for any owner of a site that depends on delivered fuel

AThe same pattern applies to airport fuel farms, rail depots, water treatment chemicals, hospital supplies and data centre generator fuel: wherever one delivery route carries what many services need.

  1. Which single gates carry our fuel, inputs and people, and who can close them?
  2. How many days of stored stock stand behind each critical service, and how does that change when demand jumps?
  3. Who decides which services receive stock first when it is short, and was that decided before the shortage?
  4. Which inbound supplies does our own plant need, and do they arrive through the same gate?
  5. Once the gate reopens, how long does it take to refill every buffer, and who sequences the refill?
  6. Who owns the dispute or decision that can close the gate, and do they see our dependency?

The dates that will confirm or overturn the analysis

AFollow-through on Nº 11: the reported 15 October deadline for Irish Rail to serve a default notice has passed. KPL searches on 16 and 19 October found no report that a notice was served, so that milestone remains unconfirmed.

AKPL will return to this story when a count of restocked stations is published or the 27 October tables report, and check whether the buffer has been rebuilt.

BOTTOM LINE

A buffer is a promise of time. Taranto showed how quickly the promise is spent.

Eni's plants kept running while pumps in three regions ran dry, because the gate that carried the fuel closed. Owners who measure the runway behind every gate will know how many days they have to decide.

EVIDENCE BOUNDARY

VVerified

  • Eni's statement of 15 October, as quoted in the press: protests since 12 October blocking logistics flows in and out of the Taranto refinery, plants operating regularly and safely, difficulty obtaining technical gases, and a shutdown to be scheduled without them12
  • Eni's count of more than 150 of about 300 Enilive stations in Puglia without fuel, and the effect on airports, other companies and essential services12
  • Aeroporti di Puglia's notices of 13 October for four airports, and its cancellation for Bari and Brindisi at 17:00 on 16 October678

RReported

  • The refinery's service area, its average of about 260 tanker trucks a day and its capacity of 104,000 barrels a day23
  • The places affected, queues, the suspension of the protest and the expected pace of refilling345
  • Fuel at Bari and Brindisi kept for emergency, rescue, medical and state flights5
  • Lorry stoppages in Calabria and Sicily and the 27 October meetings45
  • The position at 20 October: no current count of dry stations, lorry protests continuing in places9

AKPL analysis

  • The reading of the event as a shared gateway with a stock behind it
  • The three questions, the concept of buffer runway and the five decision principles
  • The six board questions

IInference

  • That the outage a region feels outlasts the blockade that caused it, because refilling takes time after the gate reopens

The primary sources are the statements of the operators, Eni and Aeroporti di Puglia, which KPL read as quoted in regional press and in a Reuters report. KPL did not find the original statements on either company's own website, so their wording is as those outlets reproduce it. Every other operational fact comes from press reports, and no official station or stock data has been published. Reports differ on the hour the blockade ended (evening of 15 October or morning of 16 October), and one report gives the wrong weekday for the airport notices, so the article gives dates only. The shortage also had other causes in the reports, including lorry protests over fuel prices and early refuelling, and the data cannot separate them. KPL takes no position on the dispute behind the blockade. Paragraphs marked A or I are KIS PLUS LTD analysis or inference and are not attributed to any source.
